More About VSD

Virginia Solar Database (VSD) was created and is maintained by the Weldon Cooper Center for Public Service at UVA. It includes the Virginia Solar Dashboard, a permit map with links to individual project information sheets, a sortable data table, a downloadable dataset (csv), and data dictionary.

Background
The 2022 Virginia Solar Survey confirmed the need for ongoing efforts to track and monitor local solar permitting across the state. In 2023, UVA solicited stakeholder input to inform the design of a new statewide solar database. Stakeholder input determined which datapoints were prioritized and collected, data definitions, data sources, and what database features and tools should be provided. The Virginia Solar Database was publicly launched in November 2024; data is updated quarterly, and a change log is provided for intermittent updates.

Purpose
The purpose of the Virginia Solar Database is to:
  • Facilitate tracking projects across local, state, and interconnection permitting;
  • Provide transparent and trusted solar siting information from across the state;
  • Support informed, data-driven policymaking to further Virginia's adopted goals and policies;
  • Enable monitoring of, implementation of, and progress towards Virginia's adopted goals and policies;
  • Provide foundational data to support complex analysis, research, and related land use, energy, and economic development planning.
Data
Based on stakeholder input, 35 unique datapoints are collected for each solar project. Data is collected and validated by hand, with the assistance of automated alerts and webscraping tools. Data is sourced from primary sources such as local government archives (meeting minutes, resolutions, land use applications, staff reports, conditions, etc.), Virginia Department of Environmental Quality (DEQ) permit records, Virginia Department of Conservation and Recreation (DCR) Pollinator Smart Certification records, Virginia Department of Energy records, Virginia State Corporation Commission (SCC) dockets and final orders, Energy Information Administration (EIA) data, PJM Interconnection Request data, and various press, utility, industry/developer, and stakeholder media.
