The Virginia Solar and Storage Database (VSSD) provides an inventory of large-scale solar projects and battery energy storage systems (BESS) proposed for siting approval at the local level in Virginia. Its purpose is to provide information on the status of local permitting, details about project characteristics and attributes, and to provide a mechanism to link projects and track development trends across local, state, and interconnection permitting.
For solar, the database includes projects over 1 MW (with the exception of BARC Community Solar Project) that have been advertised for a local public hearing or are being developed by-right. For BESS, it includes projects over 1 MW that have applied for any enabling local action (such as a special use permit or lease of public property) or are being developed by-right as a primary or accessory use. The database excludes school and government installations, with some exceptions for notable projects such as NASA Wallops, Oceana, and brownfield/landfill projects such as Campostella.
